We can say that ' authority' in this case would refer to the authority of the idea itself. In other words, it does not have to be expressed as 'authority' when it is only in the ideas that are being expressed. With the combination of the two elements, this means that a writer should concentrate more on the ideas and less on the 'authority' aspect.To put it simply, the second element of writing an essay is the 'authority' part, which is something that has to be expressed in the sentences or ideas being put together.
